Plain-English definitions of the terms you'll encounter in Malta's immigration system.

Single Permit

A combined work and residence authorisation issued by Identità Malta for third-country nationals employed in Malta.

Pre-Departure Course

A mandatory online orientation programme for first-time Single Permit applicants, effective from 1 March 2026.

Skills Pass

A sector-specific certification programme, currently required for tourism and hospitality workers, in addition to the pre-departure course.

Family Reunification

The formal EU-framework route for bringing family members to Malta, requiring stable resources and accommodation.

Family Members Policy

Malta's ex-gratia policy for family members, separate from Family Reunification, with different thresholds and rules.

Long-Term Residence

A status available after five years of legal continuous residence in Malta, requiring resources, accommodation, and integration measures.

I Belong

Malta's integration programme. Stage 2 is a requirement for long-term residence. New Stage 1 applications are currently paused.

Identità Malta

The Maltese government agency responsible for residence permits, identity documents, and immigration services.

Third-Country National (TCN)

A person who is not a citizen of an EU/EEA member state or Switzerland.

Change of Employer

The process required when a Single Permit holder wants to switch to a different employer in Malta.
