Malta's integration programme. Stage 2 completion is required for Long-Term Residence applications.
I Belong is Malta's official integration programme, administered by the Human Rights Directorate. It is structured in two stages.
Stage 1 (Culture) covers Maltese culture, history, and civic values. As of March 2026, HRD has confirmed that completing the mandatory pre-departure orientation course is accepted as equivalent to Stage 1 Culture — no separate application is needed.
Stage 2 (Civic Integration) is required for Long-Term Residence applications. It tests knowledge of Malta's civic and social systems. New Stage 1 enrolments are currently paused while the programme is reviewed; Stage 2 enrolments continue for those who are eligible.
