Third-Country National (TCN)
A person who is not a citizen of an EU/EEA member state or Switzerland.
A Third-Country National (TCN) is any person who is not a citizen of a European Union member state, an EEA country (Norway, Iceland, Liechtenstein), or Switzerland.
In the Maltese immigration context, TCNs need a valid work and residence permit to be employed in Malta, while EU/EEA/Swiss citizens can work freely under free movement rights. Most of the MaltaPathway guides are specifically written for TCNs.
