Public healthcare, Entitlement Card, and what to do before your card arrives

Malta has a public healthcare system that covers Single Permit holders and their dependants. The key document is the Entitlement Card issued by Identità Malta — without it, you may be charged for public hospital visits.
Entitlement Card
As a Single Permit holder, you are entitled to free public healthcare. To access it, you need an Entitlement Card from Identità Malta. Apply as soon as you receive your residence permit. The card is usually issued within 2–4 weeks.
Before Your Card Arrives
If you need medical attention before your Entitlement Card is ready, go to Mater Dei Hospital's Emergency Department. You may be asked to pay upfront and claim reimbursement later. Keep all receipts. If you have travel insurance that covers Malta, use that in the meantime.
Health Centres
Malta has government health centres across the island offering free GP appointments, blood tests, and prescriptions. Wait times can be long — some centres have online booking. The main centres are in Floriana, Mosta, Qormi, Paola, and Rabat.
Private Healthcare
Private clinics and hospitals (like St James Hospital in Sliema) offer shorter wait times but at a cost. Many employers provide private health insurance as a benefit — check your contract.
Pharmacy
Pharmacies are widespread. Many over-the-counter medications are available without prescription. Pharmacies operate on a duty rota system, so at least one pharmacy is open outside normal hours in every area. Check the duty roster online or in the newspaper.
